'No plan': Swinney accused over response to spiralling taxpayer cost of prisons

The First Minister has been accused of having  "no plan" to resolve Scotland's prisons crisis - as he hit back at critics of the government's track record after the Herald  revealed the cost of  Scotland's jails had soared in ten years in an overcrowding crisis.
