Paris: Teenager Kills Younger Brother, Critically Wounds Mother in 19th Arrondissement

A 16-year-old is suspected of killing his 14-year-old brother and severely wounding his mother in Paris. The suspect, who reportedly has psychiatric issues, turned himself in to police following the incident in the 19th arrondissement.
