The NBA has penalized the Los Angeles Clippers with a $30 million fine and forfeiture of five first-round draft picks for circumventing salary cap rules in the acquisition of Kawhi Leonard. Owner Steve Ballmer received a one-year ban, and Kawhi Leonard was fined $700,000.
