RFK Jr. testifies before Congress amid HHS overhaul, Trump budget cuts

Health Secretary Robert F. Kennedy Jr. will testify on Capitol Hill Wednesday, where he's likely to be pressed on mass layoffs to the Department of Health and Human Services, billions in cuts to the agencies he oversees and his handling of the measles outbreak.Why it matters: Kennedy's testimony before a House panel and the Senate Health, Education, Labor, and Pensions (HELP) Committee will mark his first time testifying before Congress since he was sworn in earlier this year.The administration has made massive changes to the health bureaucracy on his watch, including cutting thousands of jobs and consolidating operations.Critics and public health experts have warned the changes and funding cuts put the department's core functions at risk.Driving the news: Kennedy is scheduled to appear before the House panel beginning at 9:30am ET, then testify in front of the Senate HELP committee later in the afternoon.The HELP Committee, chaired by Sen. Bill Cassidy (R-La.), requested Kennedy appear to discuss the proposed HHS reorganization.Kennedy had committed during his confirmation process to brief the committee on a quarterly basis if requested by the chair.
