Spain: No Solid Proof Morocco Orchestrated Ceuta Migrant Surge, PM Says

Spanish Prime Minister Pedro Sánchez stated there is no solid evidence Morocco planned the migrant influx into Ceuta. However, he criticized Moroccan border police for allowing the surge and summoned the Moroccan ambassador over 'unacceptable' statements by two ministers.
