Russia Says European Countries Have No Place at Ukraine Negotiations

Russian Foreign Ministry spokesperson Maria Zakharova said a European exercise on deploying foreign troops to Ukraine would begin before talks in the United Arab Emirates. She said this showed Europe had no place at the negotiating table.
