EU's Von der Leyen proposes independent security crisis alarm mechanism

European Commission President Ursula von der Leyen proposed an independent EU alarm mechanism for security crises below the threshold of armed attack, modeled after NATO's Article 4. She also announced plans for a European Security Council.
